The Scarborough Charter is a comprehensive framework designed to address anti-Black racism and promote Black inclusion in Canadian higher education. Developed in response to ongoing challenges faced by Black students, faculty, and staff in Canadian universities, the Charter outlines specific commitments and actions to create a more inclusive and equitable academic environment.
It was drafted by Canadian scholars and leaders, with contributions from institutions across Canada, culminating in its formal launch in November 2021 during the National Dialogues and Action for Inclusive Higher Education and Communities conference. The Charter's goals include promoting Black representation in university governance and leadership, addressing systemic racism, fostering equitable recruitment, and supporting Black scholarship and research.
Through this initiative, universities commit to combating anti-Black racism by implementing structural changes, supporting Black communities, and encouraging accountability. The Scarborough Charter aims to establish a national standard for inclusion and racial equity in Canadian higher education, emphasizing the importance of a collaborative approach among institutions and stakeholders.
